About Us

The division of Human Resources and Equal Opportunity & Compliance implement strategies that support and enhance equity in Carolina’s workforce by ensuring that University policies, practices and procedures are enacted according to state and federal laws and regulations.

The Division of Human Resources and Equal Opportunity and Compliance strives to enrich Carolina’s workforce with:

  • Increased collaboration across campus units.
  • Variety of programs and services for employees.
  • Campuswide opportunities for compliance training and engagement.

Our division is made up of two departments:

  • Human Resources | Covers HR operations like employment compliance, benefits and compensation for all non-faculty employees.
  • Equal Opportunity and Compliance | Responsible for developing, implementing, and executing policies and activities that arise from the University’s commitment to foster equitable treatment to employees and students.

Division Leadership

Becci Menghini serves as Vice Chancellor for Human Resources and Equal Opportunity and Compliance at the University of North Carolina-Chapel Hill. In this role, she is responsible for:

  • Leading the strategic, functional and operational transformation of the workforce.
  • Establishing and upholding policies that provide for equity across the community.
  • Guiding cultural change in support of a better Carolina.

She and her divisional team of about 135 support the work and learning of about 12,000 permanent, 8,000 temporary employees, and 30,000 students. Becci serves as a member of the Chancellor’s Leadership Team and is engaged with a number of campus committees and work groups.

Prior to becoming Vice Chancellor, Becci served as the Senior Associate Vice Chancellor in the Division of Workforce Strategy, Equity and Engagement at UNC-Chapel Hill for just under five years and as Chief of Staff in the Office of the Chancellor at the University of Wisconsin-Madison for just over six years. Becci also served previously as Executive Director of the Alumni Association at the University of North Carolina at Greensboro in several key roles at the Wisconsin Alumni Association.

Becci holds a Bachelor of Science degree from Dickinson College in Carlisle, PA, a master’s degree in Higher Education Administration from the University of Wisconsin-Madison and an Ed.D. in Higher Education Management from the University of Pennsylvania. She wrote her dissertation on how institutional presidents manage crises and brings expertise to questions of emergency response on college and university campuses and reputational management in crisis.

Linc Butler provides day-to-day leadership for and management of the Office of Human Resources to ensure the full range of human resources services are delivered to the University community in a timely and client-focused manner. He began his human resources career at Carolina, rising from his initial position in OHR as a placement specialist with Tar Heel Temps to directing employment, classification and compensation for the administrative and Student Affairs divisions.

In 2009, Linc was named Assistant Vice Chancellor for Human Resources at North Carolina A&T State University and remained in that role until becoming Chief Human Resources Officer at North Carolina Central University in 2013. He returned to UNC-Chapel Hill in 2016.

Vicki Bradley is the functional HR/Payroll lead for the University’s Enterprise Resource Planning (ERP) initiative, ConnectCarolina. She also oversees the HR Information Management group and the HR Business Office, and leads special projects and programs for the Division of Human Resources and Equal Opportunity and Compliance. Vicki joined the University in 2004 and has more than 21 years of experience in the human resources field in both the public and private sector.

She earned her Bachelor of Arts in Psychology and her Pennsylvania Certification in Education at Lafayette College and earned both her M.S. and Ph.D. in Industrial and Organizational Psychology at North Carolina State University.

As Associate Vice Chancellor/Title IX Coordinator of the University’s Equal Opportunity and Compliance Office, Elizabeth Hall leads the University’s efforts to adhere to federal and state anti-discrimination laws, including but not limited to:

  • Titles VI and VII of the Civil Rights Act of 1964.
  • Sections 503 and 504 of the Rehabilitation Act of 1973.
  • the Age Discrimination in Employment Act of 1973.
  • the Americans with Disabilities Act of 1990.

As the Title IX Coordinator, Elizabeth is responsible for coordinating the University’s efforts to comply with and carry out its responsibilities under Title IX, which prohibits sex discrimination in all operations of the University, as well as retaliation. Elizabeth leads the University’s response and compliance efforts related to Title IX, coordinates resources for those affected by sexual harassment and sexual violence, organizes training and awareness efforts, and monitors the implementation of the University’s discrimination and sexual violence policy.

Elizabeth previously worked in the EOC as an investigator, the Assistant Director, and the ADA Coordinator. Prior to joining the team, Elizabeth was a litigator in Raleigh, North Carolina, and handled appeals in state and federal courts. Elizabeth graduated with a Bachelor of Arts in economics and mathematics from the Indiana University of Pennsylvania and earned her J.D. from the Duke University School of Law.

As Executive Director of Strategy, Policy, and Special Projects, Katie Nolan supports the work of the Vice Chancellor and leadership team of the division, providing strategic leadership and management of division-wide projects. Katie joined UNC-Chapel Hill in 2014 as the Director of Title IX Compliance and most recently as the Associate Director of Title IX Programs and Special Projects.

Prior to joining UNC-Chapel Hill, Katie served as the Title IX Coordinator for the University of Alabama. Her previous experience also includes education and employment law and higher education administration. Katie graduated with honors from UNC-Chapel Hill with a Bachelor of Arts in anthropology. She earned her Juris Doctorate with honors from UNC-Chapel Hill.

As the Special Assistant to the Vice Chancellor (VC) of Human Resources and Equal Opportunity and Compliance, Sherene Jenkins provides executive administrative support to the Vice Chancellor and senior team. Responsible for project and event management for the division, she serves as the chair to Carolina Cares, Carolina Shares, the University’s employee fundraising campaign, and leads planning of University-wide employee events like Employee Appreciation Day.

Sherene worked at Duke University for sixteen years supporting various member of the senior leadership team. She began her career at UNC-Chapel Hill in 2016. A native of Westchester County, New York, Sherene enjoys traveling, fashion, beaches and hiking.
