Becci Menghini, EdD, Vice Chancellor
As Vice Chancellor for Human Resources and Equal Opportunity and Compliance, Becci is responsible for a division that houses the University’s “people” offices.
The Division of Human Resources and Equal Opportunity and Compliance provides services and resources on campus to faculty, staff and students, including A to Z human resources; tailored training on how to be compliant with employment, EEO, and Title IX laws; effective bystander, prevention, and intervention resources; campaigns; training and tools for fostering an inclusive living, learning, and working environment; and a host of other University events to celebrate, reward, and inform the campus community.
Becci most recently served as Senior Associate Vice Chancellor for Workforce Strategy, Equity and Engagement at Carolina, a position she assumed in 2015. Prior to that, she served for six years as the chief of staff in the Office of the Chancellor at the University of Wisconsin-Madison. Becci has also worked in alumni relations and development. She served as executive director of the Alumni Association at the University of North Carolina at Greensboro after spending eight years on the staff at the Wisconsin Alumni Association. She later returned to Madison, where she worked as a senior development officer with the Morgridge Institute for Research.
Becci holds a Bachelor of Science degree from Dickinson College in Carlisle, PA, a Master’s degree in Higher Education Administration from the University of Wisconsin-Madison, and a Doctorate in Higher Education Management from the University of Pennsylvania.

Vicki Bradley, PhD, Associate Vice Chancellor
Vicki is the functional HR/Payroll lead for the University’s Enterprise Resource Planning (ERP) initiative, ConnectCarolina. She also oversees the HR Information Management group and the HR Business Office, and leads special projects and programs for the Division of Human Resources and Equal Opportunity and Compliance. Vicki joined the University in 2004 and has more than 21 years of experience in the human resources field in both the public and private sector.
She earned her BA in Psychology and her Pennsylvania Certification in Education at Lafayette College and earned both her MS and PhD in Industrial and Organizational Psychology at North Carolina State University.

Linc Butler, Associate Vice Chancellor for Human Resources
Linc provides day-to-day leadership for and management of the Office of Human Resources (OHR) to ensure the full range of human resources services are delivered in a timely and client-focused manner to the University community. He began his human resources career in OHR, rising from his initial position as placement specialist at Tar Heel Temps to directing employment, classification, and compensation for the administrative and Student Affairs divisions.
In 2009, Linc was named Assistant Vice Chancellor for Human Resources at North Carolina A&T State University, and remained in that role until becoming Chief Human Resources Officer at North Carolina Central University in 2013. He returned to UNC-Chapel Hill in 2016.

Katie Nolan, JD, Executive Director of Strategy, Policy, and Special Projects
As Executive Director of Strategy, Policy, and Special Projects, Katie supports the work of the Vice Chancellor and leadership team of the division, providing strategic leadership and management of division-wide projects. Katie joined UNC-Chapel Hill in 2014 as the Director of Title IX Compliance and most recently served as the Associate Director of Title IX Programs and Special Projects.
Prior to joining UNC-Chapel Hill, Katie served as the Title IX Coordinator for the University of Alabama. Her previous experience also includes education and employment law and higher education administration. Katie graduated with honors from UNC-Chapel Hill with a Bachelor of Arts degree in Anthropology. She earned her Juris Doctorate with honors from UNC-Chapel Hill.

Elizabeth Hall, JD, Interim Associate Vice Chancellor of Equal Opportunity and Compliance
As Interim Associate Vice Chancellor of the University’s Equal Opportunity and Compliance Office, Elizabeth Hall leads the University’s efforts to adhere to federal and state anti-discrimination laws, including but not limited to, Titles VI and VII of the Civil Rights Act of 1964, Sections 503 and 504 of the Rehabilitation Act of 1973, the Age Discrimination in Employment Act of 1973 and the Americans with Disabilities Act of 1990. As the ADA Coordinator, Elizabeth is also responsible for the University’s policies and procedures that address the Americans with Disabilities Act (ADA) and federal and state regulations for individuals with disabilities. She facilitates the ADA accommodation process for faculty and staff and coordinates ADA training. She is also responsible for the University’s Responsible Employee designations and training.
Elizabeth previously worked as an investigator with the EOC for over two years. Prior to joining the team, Elizabeth was a litigator in Raleigh, North Carolina and handled appeals in state and federal courts. Elizabeth graduated with a B.A. in Economics and Mathematics from the Indiana University of Pennsylvania and earned her J.D. from the Duke University School of Law.

Lilian Clemente, M.Ed., Executive Director of Communications and Marketing Strategies
As the Executive Director for Communications and Marketing Strategy for the Division of Human Resources and Equal Opportunity and Compliance, Lilian is responsible for planning, developing and implementing an integrated, comprehensive communications and marketing vision for the Division and each of its central offices. She oversees a talented team who produces marketing and communications collateral in support of the Division’s goals and objectives, and coordinates at the strategic and tactical levels with the other units across the University.
Prior to joining Carolina, she worked as Director of Creative Strategy and Implementation for the marketing hub department and led global marketing efforts for the enrollment communications and ESL departments at Arizona State University, and directed graduate enrollment at Northern Arizona University. She holds a master’s in Higher and Post-Secondary Education, and a bachelor’s in Business with a focus in Communications and International Business.
